New Oregon Governor Kotek has unveiled her budget recommendations for the 2023-25 biennium. The 466 page document prioritizes housing and homelessness; improving access to mental health and addiction services; and improving outcomes in early literacy and K-12 schools. You will find the budget summary here.

More than 2,000 legislative bills have already been introduced in Oregon. We are tracking 87 bills ranging from housing; healthcare; and workforce related matters such as: SB 402 directing ODHS to enhance capacity of long term care workforce and increase quality of long term care services.

The 2022-2023 Assisted Living Salary & Benefits Report, published by HCS in cooperation with LeadingAge, is now available.  The press release includes data on increased hourly rates for Resident Assistants as well as decreased turnover rates and more. The discounted rate for LeadingAge members is $300.

Upcoming Survey on Bed Census/Workforce

Next week a provider alert will be sent encouraging your participation in yet another survey. I’m sure you’re feeling maxed out on surveys but this one is very important. This is a refresh of the survey you likely participated in back in October. The results inform how the state will direct resources to benefit providers and long term care facilities. 

COVID-19 Outbreaks in Long-Term Care Facilities

In January, the Oregon Health Authority shared data on outbreaks and deaths reported in long-term care facilities from March 2020 – December 2022. The data was very interesting. While outbreaks and cases remain high, deaths associated with long-term care outbreaks are low – in December it was at its lowest.

LeadingAge Tells Congress to Get Real On Ratios

As planned nursing home staffing ratios near from the Centers for Medicare & Medicaid Services (CMS), LeadingAge offers a realistic approach to staffing with the current workforce and funding crisis. LeadingAge national’s proposal establishes six common sense conditions that must be met before mandatory nursing home staffing ratios could be implemented.

HUD Funding for FY23 and Outlook for FY24

The Campaign for Housing and Community Development Funding, on which LeadingAge  national serves on the steering committee, will host a February 10, 2 – 3:30pm ET, webinar on HUD’s fiscal year 2023 funding from Congress and the outlook for FY24 funding. The webinar will review the gamut of HUD and Rural Housing Service programs, including affordable senior housing programs. Register for the webinar here.

Public Health Emergency Ending May 11th

President Biden intends to end the Covid-19 national and public health emergencies on May 11. The unwinding of the PHE has many implications for health care financing and delivery, including the ending of some waivers that have been in place since 2020, private insurance and government health plans taking on COVID costs for most Americans, and loss of Medicaid coverage for millions of Medicaid beneficiaries.
